If you want the programming career, you shoud go with computer science. Berkeley is good for it, UCLA is pretty good and so is UCSD. Cal Poly SLO is a good one in the CSU. There are also a lot of good colleges in other states too, like MIT, Carnegie Mellon, etc...

Computer engineers do more embedded software stuff. Think of like software for a processor in a jet to control the engine performance. If you want to do more distributed stuff like adobe or microsoft, computer science is the way to go.
